Kowloon City. They are neither frightened

nor disturbed. On the contrary the vast

| majority of them have joyfully accepted

the Governor's offer. It would be most

unjust now to withdraw the offer and the

Governor will therefore proceed to carry out

the scheme. The Minister for Foreign

Affairs may however rest assured that the

utmost consideration will as heretofore

be shown for the interests of the Chinese

inhabitants.

I am suggesting to the Colonial

office that the Governor might proceed

gradually with the removal to the new site

postponing as long as possible actual

expropriation of the one remaining recalcitrant.

Please telegraph whether you

concur in this method of dealing with the

matter.

Var Office and Admiralty have

expressed view that resumption of jurisdiction

in Kowloon City by Chinese Government would
